City of Pflugerville

In the City of Pflugerville, antenna regulations are part of the Zoning Code. Section 157.101, "Definitions," defines towers as:

52.  Radio or Television Towers - structures supporting antennae for 
     transmitting or receiving any portion of the radio spectrum below 
     eight hundred (800) megahertz, excluding noncommercial antennae 
     installations for home use of radio or television.

There do not seem to be any other references to noncommercial towers or antennas in the City of Pflugerville Zoning Code.
